Independent, nonmedical housing

This housing model does not include personal care, clinical treatment, medication management or supervision. Outside supports are arranged independently where appropriate. Accommodation requests receive individualized review — we do not apply blanket exclusions based on disability or the use of assistive devices.

Two pathways in

Bringing housing need, or bringing housing capacity?

Both conversations are useful to us, and they are genuinely different — different questions, different requirements, different pipelines.

Agencies & housing teams

You see the housing need every week. Tell us what it actually looks like — counties, household sizes, room formats, affordability ranges, payer categories and what your referral process requires.

  • Eight agency and provider pathways
  • Agency Housing-Needs Worksheet to fill in first
  • Agency introductions and briefings
  • No commitment, and no placement promised

Property owners & representatives

Explore how your property could support independent housing through a clearly defined partnership — with your ownership authority, the proposed use, costs and responsibilities all worked through in writing.

  • Separate pathways for owners, managers, operators and investors
  • Six-step partnership process, start to finish
  • Readiness checklist so you know what we work through
  • No guarantee of rent, occupancy or returns

Our housing approach

Independent, nonmedical housing — four distinct pathways.

Independent housing works when the property, the supports and the person fit together. We develop on that basis, and each pathway has its own scope and operating requirements.

Independent shared housing

A room in a shared residential property, with common areas shared between independent adults.

For: Adults who can live independently and need an affordable, stable housing arrangement.

This is our primary model in development for Raleigh and the Triangle.

Recovery housing

Independent housing suited to adults maintaining recovery, with an alcohol- and substance-free living environment.

For: Adults in recovery who do not require clinical treatment or supervision as part of their housing.

A distinct pathway with its own operating requirements, currently in development.

Returning-citizen housing

Independent housing for people returning from incarceration, subject to address-approval requirements.

For: Adults who can live independently and need a lawful, approved address.

A distinct pathway coordinated with reentry organizations and supervision teams.

Healthcare workforce housing

Independent housing for employees who need to live near where they work.

For: Healthcare staff and other employees placed through an employer or workforce program.

Kept entirely separate from housing for adults leaving hospitals — different population, different payer, different agreements.

The four-step partnership process

Understand the need before we choose the property.

Partnerships work when the requirements are defined before the property is chosen. This sequence inverts the usual order — and every step produces a document.

  1. 1

    Understand local housing needs

We start with your documentation, not our assumptions — counties, household size, room format, affordability range, payer category and the requirements your process demands.

    Owner
    Partnerships lead
    Output
    Documented housing-needs summary
  2. 2

    Document agency and property requirements

What would a property need to be, and what would each party need to agree to, for this to work? We define the requirements before we go looking for a property to fit them.

    Owner
    Partnerships lead + property owner
    Output
    Partnership requirements brief
  3. 3

    Develop suitable housing arrangements

Owner authority, proposed use, local demand, property condition, access and evacuation conditions, insurance and costs — worked through into a structure that fits both sides.

    Owner
    Partnerships lead + reviewer
    Output
    Proposed arrangement
  4. 4

Coordinate next steps with accountable follow-through

Every party knows who owns the next action and when it is due. Written agreements are reviewed before anything moves forward, and follow-up is documented rather than assumed.

    Assigned owner + backup
    Output

An agency housing inquiry, or a property partnership inquiry.

Housing Partnership Desk

Every inquiry gets an owner, a next action and a date.

A partnership inquiry that disappears into an inbox is worse than no inquiry at all. Our Housing Partnership Desk exists to make sure that does not happen.

A reference number

Issued on confirmation, so you have one value to quote in any follow-up.

An assigned owner and a backup

A named person owns your inquiry, with a second assigned so an absence does not stall it.

A documented next action

The specific next step, and which side owes it — not a vague intention.

A follow-up date

A date on the record. If it is going to slip, you hear that from us.

Who we work with

Agencies, providers and property partners.

If you know what housing your community needs, or you have a property that could provide it, there is a pathway for you here.

We do not publish partner names, endorsements or affiliations. Any partnership we describe publicly will be one we can verify.

Questions we get asked

Straight answers about how we work.

If your question is not here, ask it directly. For anything specific to a property or a situation, our team will give you an accurate answer rather than a general one.

Ask a question
CompanyWhat does PHS do?

Preferred Housing Solutions is a real estate and independent housing company. We connect housing needs with suitable properties and practical partnerships — working with property owners, agencies and community organizations to develop housing opportunities for independent adults in Raleigh and the Triangle, and building partnerships for expansion across North Carolina.

AgenciesHow can our agency discuss housing needs?

Start an Agency Housing Inquiry. We will ask about the counties you work in, the household sizes and room formats you see, affordability ranges, payer categories and the requirements your referral process demands. It documents need and starts a partnership conversation.

PropertyHow can a landlord explore a partnership?

Send a Property Partnership Inquiry with your county, property type, bedrooms and bathrooms, availability, asking rent or proposed arrangement, and your ownership or management authority. We will follow up to discuss how your property could support independent housing.

CompanyWhich areas are your priorities?

Raleigh and the Triangle are our current focus. Charlotte, Fayetteville and Greenville are planned expansion markets, where we are connecting with agencies and property owners ahead of launch. Long term we look at additional North Carolina communities based on documented need and suitable property partnerships.

ProcessHow can we connect before PHS expands into our community?

Use the Bring PHS to Your County pathway. Tell us your county, your organization, the broad housing needs you see and whether you also have property-partnership interest. Expansion decisions are driven by documented need and suitable properties, so an early conversation genuinely matters.

Housing modelWhat housing models are being developed?

Independent, nonmedical housing for adults who can live independently, with outside supports arranged independently where appropriate. Independent shared housing, recovery housing, returning-citizen housing and healthcare workforce housing are distinct pathways, each with its own scope and operating requirements.

ProcessDoes a referral authorize payment?

No. Referrals, housing acceptance and payment authorization are three separate steps with different decision-makers. A referral does not authorize payment and does not by itself confirm a placement. Payer category is documented separately for each individual.

Housing modelHow are accommodation requests handled?

Individually. We do not apply blanket exclusions based on disability or on the use of assistive devices. Property access conditions are described accurately, and where a specific request cannot be met we say so directly rather than leaving it ambiguous.

ProcessWhat happens after an inquiry?

Your inquiry is confirmed received and assigned a reference number, then routed to a named owner with a backup. It moves through our pipeline — New Inquiry, Assigned, Contact Attempted, Discovery Scheduled, Requirements Documented, Follow-Up — and a team member contacts you to discuss next steps.

Tell us what your community needs.

An agency housing inquiry or a property partnership inquiry is where every partnership starts. Both take a few minutes and commit you to nothing.
